Translating legalese

To the editor:

In regard county resolution No. 2019-23, Section 2, published in last week’s paper:

Could someone please explain to me what this section is trying to say? As I read it, only one of the 13-member planning commission and board of zoning appeals can live within an incorporated city. And that city must be located in all five commission districts. What city is that?

Or, were they trying to say that each commission district can have only one member from an incorporated city on the planning commission and board of zoning appeals.

Or, something else?

Maybe one of our county high school English teachers could diagram that sentence for us and figure it out.

The section in question reads: “Planning Commission members shall be electors and residents of Marion County, except that one such member may reside within the corporate limits of an incorporated city located within each of the five county commissioner districts.”
