City Council buys property

The Goessel City Council voted to purchase property at 202 W. Main and 101 N. Buller at its meeting Nov. 21. The property, owned by Alden and Irma Schroeder, consists of a lot and a half and includes two houses. The council offered the Schroeders $7,000 for the property, with the house at 101 N. Buller to be demolished by Schroeder.

The Schroeders were to let the council know on Nov. 25 if they accepted the offer.

Accountant Jan Nolde discussed the management letter and audit report. Goessel had never before been audited, and several deficiencies were found in the area of policies and procedures. The audit also noted several points of concern involving statutory violations.

Nolde recommended that the city get a monthly financial report and a copy of the minutes for the library board and that delinquent water bills be reviewed by the council each month.

During the public comments part of the agenda, Tony and Joan Epp expressed their appreciation of the Goessel booth at the Kansas State Fair.

Mark Talbert attended the meeting to discuss a problem he is having with an easement agreement he has with a neighbor for the use of a driveway to get to his property. Talbert requested that the city put in a driveway on the south end of the new parking lot to allow access to his property and another property. The council will discuss the issue at the December meeting.

The council voted 4-0 to deny a request by Ron and Michelle Schroeder for a $180 excavation bill.

The council voted 4-0 to purchase the Percon Falcon 320 Meter Reading Unit at a cost of $1,760 to be paid for out of the water utility fund.

Police Office Joe Base reported that the police department had issued one warning for failing to stop at a stop sign, four notices to appear and seven warnings for speeding, three notices to appear and one warning for parking violations one warning for tail lights, one warning for break lights and had done a building search with the Marion County Sheriff Department. The heater core on the patrol car was replaced, and Base requested purchasing some equipment in December with money left in the budget.

The changes in the personnel policy concerning the definition of a regular part-time employee and a part-time employee were reviewed. Changes were made for holiday pay and holidays for regular part-time employees.

The council voted 4-0 to pay Maquire Iron $99,598 for work on the water tower.

The next council meeting will be at 8 p.m. Monday, Dec. 23.
