City council postpones selecting insurance provider

Hillsboro city council met Tuesday and postponed selecting an insurance provider for the city of Hillsboro.

At its last meeting, the council received a quote from IMA, the current provider. At Tuesday's meeting, Tracy Williams of Rodgers and Associates Insurance Inc., Hillsboro, presented her company's quote.

The Rodgers & Associates quote is approximately $10,000 lower than IMA.

"This is not necessarily an apple to apple comparison," said Garrett. "What we're looking for is service and stability.

"I'm not dissatisfied with what we have, but a $10,000 difference in cost is worth a look."

According to Williams, the policy will be written by Scottsdale Indemnity Company of Scottsdale, Ariz.

The council has until April 1 to select an insurance provider and tabled the decision until next week.

The council approved Resolution No. 2005-05 which gives the city the authority to apply for a CDBG. The city is asking for $750,000, one-half as a loan and one-half as a grant. Plans are to spend all of the money on a pre-treatment sewage plant of the proposed cheese company.

The council approved a residential anti-displacement and relocation assistance plan. The plan gives the city the authority to replace all occupied and vacant occupiable low-and moderate-income dwelling units demolished or converted to use other than as low-and moderate-income housing as a direct result of activities assisted with funds provided under the Housing and Community Development Act of 1974.

Garrett reported the city has collected approximately $1,501 in outstanding utility bills since contracting with the state of Kansas Set-Off program.

The council received copies of Hillsboro Recreation Commission proposed policy and procedure for summer leagues.

The council also received a copy of the HRC 2004 year in review which listed programs and maintenance upgrades.

Marion County Emergency Communications will no longer handle call forwarding for any agency after hours, during holidays, and/or weekends. This will also include water, electric, or sewer problems unless the utility problem is widespread.

The council went into 15-minute executive session at approximately 5 p.m. to discuss property acquisition. No action was taken.
