City council votes to use money from capital improvement fund

The Goessel City Council met last Friday at the Goessel Civic Center conference room.

The council discussed several projects that could be paid for out of the Capital Improvement Fund.

The council approved transferring $5,000 from the Capital Improvement fund to the sewer fund for the next several years until the $26,000 that had been transferred to pay for the Main Street overlay has been replenished.

Jerry Toews questioned the way the sewer rates are calculated. Arlen Goertzen reported that the rates are figured every April using the average water usage from January, February, and March. Toews informed the council that those months typically have the most water usage for them because of the type of system the car wash has during the winter months that keeps the water flowing to prevent it from freezing.

The council approved averaging the car wash rate for a 12-month period from March to March.

Bruce Harris from the Kansas Gas Service will be at the next three regular meetings of the city council to read the Franchise Ordinance and will be responsible for sending the public hearing notice to the Star-Journal as well as the publication costs.

The council approved proceeding with the franchise ordinance with Kansas Gas Service.

A sales representative from Image Quest sent a proposal to upgrade the current office equipment and gave a quote for replacing the equipment with more efficient equipment. Anita Goertzen explained that the contract would be a 63-month total care rental program that would include all service and supplies for $89 per month.

Consensus of the council was to keep the current equipment.

In other business:

— Council voted 5-0 to approve the Equipment Reserve Projection Resolution amended to show $2,804 under dump truck in expenditures to be purchased in the future.

— Council voted 4-0, with Wiens abstaining, to purchase a scanner to be put in the new fire truck.

— Council voted to send Thiesen and Mayor Peggy Jay to the Municipal Leadership Academy.

— Council voted 5-0 to allow the Emma Rath and family to keep four goats at their residence for a 4-H project from March until August 2002.
