City meets to approve ordinances

Hillsboro City Council held a special meeting at 5 p.m. Thursday to correct the procedure of approving ordinances 1080 and 1081 at the Jan. 8 meeting.

Mayor Delores Dalke opened the meeting with council members Shelby Dirks, Byron McCarty, Matt Hiebert, and Len Coryea in attendance.

The council voted to approve both ordinances but failed to get a motion and a second. At Thursday's meeting, the council followed the necessary procedure with a motion, a second, and a unanimous vote of 4-0.

Steve Garrett, city administrator, presented an addendum to a shared-use agreement with USD 410 for the baseball complex and tennis courts.

"The city attorney and the League of Kansas Municipalities agree that the agreement needs to have a non-appropriation clause," reported Garrett.

The council approved the change in the agreement.

Sprinkler systems and expenditures up to $32,000 were approved by the council for the systems.

Garrett presented information regarding sprinkler systems for Memorial Park and the sports complex.

Two quotes were received by the city for the two projects. The lowest quote was $14,500 for Memorial Park and $15,400 for the sports complex.

"I would like authorization to spend up to $32,000 for the two projects," said Garrett, "which could start next week, weather permitting."

McCarty suggested that the weeds at Memorial Park be "taken care of" before the seeding of grass.

Hiebert made the comment to Garrett to "make sure" commercial sprinkler heads are used.

The water for both systems will be drawn from nearby water wells.

Garrett said the funding could come from the self-insurance fund.

"This is the final piece of the puzzle to make the sports complex look nice," said Garrett, "and improve usability of Memorial Park."

The next regular meeting will be 4 p.m. Tuesday in council chambers.
