Contract approved for Main Street project
Improvements to be completed before annual arts and crafts fair

Hillsboro City Council met Tuesday and approved an engineering contract with Reiss and Goodness for North Main Street improvements.
The approval of the Main Street design contract came after a 15-minute executive session and decision to settle a lawsuit with Al Reiss of Reiss and Goodness. The council approved a negotiated settlement of $65,000 with Reiss regarding a previous engineering contract for the water treatment plant.
Construction cost estimates for the Main Street project are $220,000, including $53,300 for engineering fees. The engineering fees are based on 35 percent of the total cost of the project.
The contract also agrees to pay the engineer $35 per hour for inspection.
Project plans, which were attached to the contract, are to remove and replace curb and guttering, pavement, concrete driveway approach, sidewalks, excavation, painted crosswalk, and painted stopbar.
The project would begin approximately 50 feet north of the post office and end at the south line of 3rd Street.
Original cost estimates included a new concrete intersection at Grand and Washington at an estimated cost of $58,000. Steve Garrett, city administrator, did not recommend those improvements at this time.
Bob Privatera, engineer with Reiss and Goodness, said that it would be possible for the work to be completed before the arts and crafts fair in September.
"There aren't any new water lines to replace," said Garrett, "basically a surface and drainage issue (improvements)."
The time line would be six weeks to complete plans and advertise for bids, and 90 days for construction.
