Council hears discussion on Emma Creek drainage project
The Goessel City Council meeting was held Sept. 19 at the Goessel Civic Center conference room.
Joe Wuest, grant writer, discussed the scope of the drainage project along Emma Creek and the west tributary that runs through the school property. A lengthy discussion was held on the pros and cons between lining the creek with concrete or leaving it in its natural state.
The majority of residents present preferred to clean it out and leave it in its natural state. Major Peggy Jay asked for a show of hands of residents present who were in favor of applying for the grant and proceeding with the project if the city is awarded the grant money.
The engineer was unable to attend the meeting, so the council opted to have a special meeting next week with the engineer addressing the concerns and making a decision applying for the grant.
The council voted 4-0 to accept the consent agenda.
Public works director Arlen Goertzen reviewed a letter received from the Kansas Rural Water Association concerning the mapping of the water and sewer lines in Goessel. KRWA will locate all meters and sewer lines using GPS equipment and then map it all out and print it off. Estimated cost is $2,500 or $35 per hour. Included in the fee is one large paper map, book maps, and a computer program that would have all the points located.
The council voted 5-0 to table the mapping project until the December meeting.
Discussion was held on the striping of Main Street and possible making it a no passing zone in front of the high school. The issue was tabled until the November meeting.
In other business:
— The police department invited Chet Roberts, superintendent, to attend the meeting to address the issue of law enforcement on school grounds. Roberts commended the work of the Goessel officers and encouraged them to issue tickets on school property where safety is concerned. Attention was drawn to the 20 mph speed limit on Marion Street. A 20 mph sign will be posted and enforced.
— The council voted 5-0 to pass a resolution condemning the house at 101 N. Buller owned by Alden and Irma Schroeder. A formal hearing with the owners will be arranged to show cause why the house should not be ordered to be condemned.
