Goessel City Council: Members sworn in
At the Goessel City Council meeting April 17, city clerk Anita Goertzen administered the oath of office to the council members who were re-elected for a four-year term: James Wiens, Racquel Thiesen and Duane Duerksen.
The following positions were re-appointed: acting police chief Joe Base, city clerk/court clerk Anita Goertzen, city treasurer Jodi Unruh, municipal judge Bryson Mills, and city attorney J. Robert Brookens.
Arlen Goertzen, public works director, discussed a house at 202 W. Main that the fire department used for training. Goertzen wants to wait a couple more weeks before tearing down the house.
Goertzen also reported that 7,000 feet of sewer lines were cleaned by Mayer Specialty Services of Goddard. They also televised 700 feet of sewer lines and did some root cutting and treating for roots in those lines. Goertzen will get a cost estimate for the repair of manholes.
The council voted 4-0 to purchase the Model 3200ZH Excel Hustler for $9,788. The cost of the moweriis to be paid for with $6,000 out of the sewer fund. The remaining cost will be split between the equipment reserve and the special highway fund.
Police Officer Eric Reed reported on a dog bite case the department is working on. Two citations were issued for failure to license dogs. All dogs are to be on a leash or in a fence at all times within the city limits.
The council voted 4-0 to purchased a Genesis Radar Gun to be paid for out of the general fund, split between the law enforcement commodities and the court commodities.
The council voted 4-0 to allow up to $175 for the purchase of a CD-RW drive memory upgrade. The council approved allocating $150 for advertising for the citywide garage sale on July 12.
The council discussed the possibility of getting a street put in before harvest from Marion to Centennial Street so farm trucks can avoid turning off of K-15. The council is in favor of putting in the street but will need to get a 30 foot easement from Joyful Noise Childcare Center. Anita Goertzen will report to the Joyful Noise Board that the city is willing to pay for the survey costs.
Clerk Goertzen will check with other cities to see if they require a permit for fireworks and get examples of their permits. Goertzen will design a permit and present it to the council at the June meeting.
Clerk Goertzen read Resolution 03-01 requesting that the Director of Accounts and Reports waive the requirements of K.S.A. 75-1120 pertaining to the cash basis and budget laws. The council voted 4-0 to accept Resolution 03-01 requesting a waiver from the General Accepted Accounting Principles.
