Hillsboro city council approves agreements, pay estimates

Hillsboro City Council approved a common pay agreement Aug. 7, for Clint Seibel as executive director of Hillsboro Development Corporation and Hillsboro Ventures, Inc.

Seibel will be paid a total of $53,000 per year by the city and receive the same benefits as city employees.

HDC and HVI will reimburse the city 36.5 percent each ($19,345 each) with the city kicking in 27 percent ($14,310) of the total salary.

An office is being furnished by the city for the director.

In other business:

— A hearing will be at 4 p.m. Tuesday at city hall to hear public comments regarding a proposed exemption from ad valorem taxes on property owned by Flint Hills Industries.

Attorney Larry Kleeman told the council that Hillsboro Industries was planning a building expansion at an approximate cost of $500,000, which qualifies the business for the tax exemption.

— The council also approved the public sale of the city's general obligation bonds, not to exceed $78,358, for Hillsboro Mennonite Brethren Church. The bids will be due at city hall by 11 a.m. Sept. 4, with the sale at 4 p.m. that same day.

— Pay estimates for the Adams Street project were approved. Payments that were approved were $37,457 to APAC-Kansas, Inc. of Wichita, which did not include striping and grass seed, $3,240 to Reiss & Goodness Engineers of Wichita, for inspections, $6,900 to Reiss & Goodness Engineers for fees related to street and drainage improvements, Ranson Financial Consultants, LLC of Wichita, for assistance with funding from Kansas Department of Transportation, and a draw request of $107,863 from KDOT revolving loan fund to cover the final expenses.

— A lease agreement was approved for the recent purchase of a street sweeper and bucket truck for the electrical department.

— The council approved a new business park plat contingent on city administrator Larry Paine making the changes as requested by Hillsboro Planning Commission.

— Mayor Delores Dalke told the council that more funds needed to be obtained through the KDOT revolving loan funds to complete curb and gutter on North Adams Street. She added there are major elevation problems and other drainage issues in that area.
