Housing development is private project, council says

Hillsboro City Council met Tuesday in special session and received information regarding upcoming projects.

Steve Garrett, city administrator, informed the council the final plat for the Windover at Hillsboro development had been approved by the Hillsboro Community Planning and Development Council.

Following some minor changes, the plat will be on the agenda for consideration of approval at the next council meeting.

"I'm still finding a number of people speaking negatively toward this project," said Len Coryea, council member. "It's not costing the city much for the project."

Garrett added, "People have commented the city shouldn't be doing this, but it's not a city project."

Mayor Delores Dalke agreed with the comments.

"The public always assumes the city is doing these types of projects, but we're not."

The council agreed this is a common misconception. The city is facilitating but the development is a private business.

Matt Hiebert, council member, said developers have purchased lots around the city and will develop them prior to construction at the new subdivision.

The proposed subdivision will be developed with manufactured homes. Duplexes will be constructed in phase one of the project.

"There's a difference between a trailer house or mobile home and a manufactured home," added Coryea.

Garrett also told the council the city's planning commission will be scheduling a public hearing regarding an adult entertainment district.

A letter has been sent to the Marion County Commission regarding zoning concerns in areas directly outside of the city limits.
