Planning commission recommends agreement with Riggs Associates
Hillsboro Planning Commission met for its regular meeting June 24 at Hillsboro City Building.
John Riggs of Riggs Associates of Lindsborg answered questions about the proposed agreement for planning services between Hillsboro and Riggs Associates. The city intends to prepare a comprehensive city plan and use the services of Riggs and Associates to help formulate that plan.
The commission unanimously approved recommending the agreement for planning services to the city council.
The agreement provides for Riggs and Associates to work with the planning commission to define short and long term goals and objectives to guide them in a comprehensive planning process.
"This is a textbook approach to a small town," said John Riggs. "This is basic. It is an 18-month complicated, detailed process."
Riggs and Associates will prepare selected planning studies to include base mapping, background for planning, goals and objectives, population, land use, housing, transportation, community facilities, implementation procedures, zoning regulations, and subdivision regulations.
Riggs and Associates also will provide a training workshop series and attend up to eight formal meetings of the planning commission. It also will provide printed documents of all materials assembled during the course of the project.
The cost of the planning services is $28,970.
"The agreement looks like a standard agreement," said Steve Garrett, city administrator. "The fee and method of payment works for us."
No action was taken on institutional zoning, and there was no administrator's report.
A commission member asked about the progress of the Windover project.
"The city council is still discussing Windover," Garrett said.
The next meeting will be at 7 p.m. July 29.
