Subdivision plat approved by council

Hillsboro City Council met Tuesday and conditionally approved the final plat for Windover at Hillsboro.
Bob Privatera, engineer with Reiss and Goodness, presented the plat in the absence of the developers.
Privatera recommended the council approve the final plat with the requirement that no lots are sold to individuals until the petition of commitment from the developer for improvements and restrictive covenants are completed. The plat will not be recorded in the Marion County Register of Deeds office until all is completed.
Restrictive covenants are required to be filed at the time the plat is recorded.
Council members were concerned about the city's obligations with the approval of the final plat.
Delores Dalke, mayor, and Steve Garrett, city administrator, agreed the approval of the final plat did not obligate the city regarding utilities, streets, and other improvements.
Garrett reported to the council about the March 7 fire that destroyed the Hillsboro Mennonite Brethren Church.
Garrett was pleased with the city's response to the emergency.
"City departments did a pretty good job," said Garrett. "Being a Sunday was a big help."
City crews put up the street barricades.
"It was amazing we didn't have more houses burned," Garrett commented. "Thank goodness the wind shifted."
Garrett reported the water plant crew got on-site and implemented the high-service pump. One million gallons were used for the fire with one million gallons in storage, counting Peabody.
"During the entire emergency, the water plant never went out of compliance," said Garrett.
Shelby Dirks, council member, said everyone did a tremendous job.
Garrett added, "If it were a drill, we couldn't have done a better job."
Garrett noted the importance of radio communication between the townships and other departments.
Matt Hiebert was grateful for assistance during the fire.
"My garage was cleaned out in five minutes," commented Hiebert. Hiebert lives east of the church site.
Don Ratzlaff, moderator of Hillsboro Mennonite Brethren Church, thanked the city for "bending over backward." He also thanked Garrett for being the buffer between the church and the media.
